how to time a 1990 chevy tbi 350?

the truck runs alright. but  me and my brother think that something is wrong with the timming. i was wondering if there is a certan way you have to time the motors in a 90 chevy tbi motor. if you hook the timming light up to it it dosnt stay right on 0 but it goes inbetween 0 and 4. on the timming tab. when you drive it it is doggy. and has no power.. new everything.. just rebult the motor. anyone got any help???? thanks

first off, there's a wire on the fire wall that u need to disconect. its the advance, so that way when u set it to zero its actually at zero, then when u plug it back in it should read about 12 degrees if im correct or maybe 14...... Try setting it to 12 or 14 and running it then.....

i belive its brown with a white strip either on firewall or under dashboard on passenger side. Gotta have that unpluged n set it at 0 for stock timing, go from there if you want to advance it. When computer takes over it bumps it up roughly 10 degrees.
