How good of condition is either block?   Does the .030" block have high dome pistons or flattops? A freshly bored block with new rings and pistons will have excellent compression, the .030" over will  only give you  5 more cubic inches,  which isnt a huge difference.  Is the stock 350 low miles?..........................................

You say you have flatops for the stock 350.........have you had the bore checked for taper and out of round?

.......................350 - 355 I dont think you would notice a difference from one to the other comparibly built, I would use the one in better condition.

One more thing... Are the heads fresh too? Dont put old heads on a fresh block and vise/versa, youll end up losing compression by the weak rings or weak valves.

there wont be much difference in power, if you have the things to put the 355 together you might as well do it

As long as the block is clean and still in good shape I'd go with the 355 then.  Throw a new oil pump in just  in case, cheap insurance.
