Sprays on like a liquid ( reminds me of hair spray) but once dry it, it a paper thin coat of plastic that is stuck to what is sprayed.

Auto Value store near me carries it...i do it once and forget it....if i pull the wires off the cap, ill recoat it again..but one good coat is enough....
