toyota 22r irratic idle?

i just replaced a head gasket on a 92 22re and now it idles up and down and when you apply the brakes it lowers the idle but it still fluxuates?  i thought vacumm leak but its all good so i triple checked all of the hose routing it all looks right the only thing i can find wrong is on the lower intake in the front there are 2 sensors a green and black and the black one is cracked? could that cause it? if so what is the sensor called?  any other ideas would be a great help
