Electirc fuel pump

If I want to put an electric fuel pump on my truck, what do I do about the hole in the block from the mechanical? Do I just have to cover it with a plate?

Take the fuel pump push rod out, and block it off. Make sure you mount the fuel pump closest to level with the bottom of the tank as possible or lower then. Them pumps are pushers not pullers. Also as close to the tank as possible. Make sure filter before, filter before carb too if ya are worried.

 and use silicone, or at least a gasket. it will leak oil if not.

just leave the pump on the block. its not going to hurt any thing.

Until the diaphragm finally goes, then it will leak oil all over the place.  Best to go ahead and take it off like J.C. said. Get one of those cute chrome things for a cover plate. Be mindful of the pressure, make sure it produces the right amount for your carb.
