throttle cap

94 chevy it carb no do i need to change the throttle cable  it just dont seem like it going all the way down
and it wont let it get over 75

Pretty hard to understand what asking???   but if I decifered it right... you want to know if you need to change throttle cable if you switched to a carb from tbi? 

The answer is no, but you need to change the cable mount that bolts to manifold or modify it,   if you think your throttle plates arn't opening all the way, have a buddy sit in cab, *with engine OFF*  and push pedal all the way down, and look in the carb to see if there all the way open.

also Im guessing its dd and the carb has vac secendaries... make sure these are opening...they sometimes like to get stuck closed... I had this problem for a long time
