high idle x2 96 chevy

my 96 chevy has a high idle intake gasketis new all vavs look good and when they run the code it said vav leak or a iac  i have no clue where it is at or how to fix it i am not going to buy a new one unless that is a defferent sure that it is the prob. it is 70 buck and ideas thanks
