TUTORIAL: How Do I Buy / Sell a Handgun In Mich?

There are 2 (two) very important things a person will need to have / use
in order to buy or sell a handgun in the State of Michigan.

The following information is for a PRIVATE sale.
(If you want to buy from a Dealer / FFL...you will still need the following,
but you will also need to fill out a 4473 form at the dealer's place of business.)

If the PURCHASER has a CPL (Concealed Pistol License),
both the seller and buyer need to fill out an

or it is available in a carbonless form at your local Police & Sheriff Departments.

The online version looks like this: (the red outline is where you can enter text online)



The online RI-60 can be filled out online then printed out or you can print it out and fill it in by hand.

If you fill it out online, you enter info on the upper left form and it
automatically fills in the info on all the other forms for you.

There is only 1 (one) side to this form, but remember to fill out all four copies.

The seller keeps the copy marked SELLER COPY.
The purchaser keeps the copy marked PURCHASER COPY.
The purchaser is responsible for delivering the other 2 (two) copies
(marked AGENCY COPY & MSP COPY)
to their local police or Sheriff Dept. within 10 days.

If the PURCHASER does NOT have a CPL, they need to get a

Permit To Purchase a Pistol

from their local law enforcement office.

This could be your Police Department or your Sheriff Department
(As a rule of thumb...it is whoever comes when you call 911)

It comes on 1 (one) big card and has four panels also (like the RI-60 does).
The Permit to Purchase has 2 (two) sides to it.

It is good for 10 days.

The Police or Sheriff Dept will fill out your info and their info.

Then you need to get the permit notarized.
(some depts will do it on the spot, but it can be done at any notary)
DO NOT SIGN THE PERMIT until you are in front of a notary.

The PD or SD may have you take a small pistol safety test which is usually an open book test.

There may be a charge for this process at some departments.

Either the SELLER or PURCHASER needs to fill in the information regarding the firearm.

The SELLER needs to sign and print their name on the back side of the permit.

Then:

The seller keeps the copy marked SELLER COPY.
The purchaser keeps the copy marked PURCHASER COPY.
The purchaser is responsible for delivering the other 2 (two) copies
(marked AGENCY COPY & MSP COPY)
to their local police or Sheriff Dept. within 10 days.


Also, you need to keep your copy of either the RI-60 or the Permit To Purchase, with you / with the gun for the first 30 days.
(This will allow your paperwork / info to be entered into the system so you can verify you are the owner of the handgun if stopped and questioned in the first 30 days)

Also recommended (BUT NOT REQUIRED by law) by some people to have with you is:

- Your Driver's License for proof of who you say you are

- Some sort of a reciept or bill of sale that you can fill out on the spot

Remember....
You DO NOT need to bring the handgun into the Police / Sheriff Department for the inspection anymore.
All that needs to be done is to deliver (either by hand or mail ) the 2 copies of the PP or the RI-60.

This is for HANDGUNS only

Long guns (rifles) do not need either of these forms.

There are no State or Federal forms required for a private sale / purchase of a long gun (rifle).

well when i was 18 i bought a handgun from a private seller. to buy from a dealer new or used u have to be 21. go figure kinda stupid if you ask me.

Now recently changed on Dec.18 2012 you can now "if you are 21+" walk into a gun store and purchase a handgun without even going to the copshop to get a p.p.p. (pistol purchase permit) they have all the forms to fill out in the store. Now if you are buying from a private dealer you still need to get a p.p.p. from your local police department. I say local because it has to be registered in the township in which you reside. If you are ages 18-20 you can only purchase privatly so p.p.p. is needed if you are 21+ you can get it from a ffl dealer or get the p.p.p. and buy privately.

walked into Bass pro filled out the forms, waited for the background check and walked out 45 minutes later with my pistol today...makes it nice.
