Electrical on a 99 Buick Regal GS

recently i hit a deer with my daily driver as i was putting on the new body panels i noticed a plug that wasn't plugged into anything on my passenger side fender rail behind the wiper cleaner resivoir it looks like it wasn't plugged into anything for awhile because the terminals looked rusty.  it is a 2 prong plug. i have no service manual to look at any wiring diagrams and i can't find any wiring diagrams online i was wondering if i can get any pointers to what that plug is for and where it plugs into.  I'm assuming it might be for the fog lights because my fog lights never worked since i bought the car anyways here is the info on the car any pointers would be appreciated. also since i hit the deer none of my dash lights work either so pointers on that would be appreciated
