1988 s10 blazer shift issues

I am buying a 1988 s10 blazer with a 4.3 700r4 trans it is from tennesee and has zero rust on the body it has 150,000 miles on it and the transmission was replaced,( with a used one ) it runs great but the transmission has issues with shifting, it will shift to first but has to get up to about 40 befor it will shift to second and it wont shift after that, I am wondering about the throttle valve cable, ( I haven't driven it yet myself ) I will not pass on this blazer as I am getting it for $750.00, I dont mind replacing the transmission if I have to I have done it before on a 89 I had, but I am looking for some advice on anything else it might be causing the shift issues, other things to check before replacing the trans.

Nothing electrical to it. If the cable is right I would say bad clutches.  Call Mudman.
