Will a set of 351 cleveland heads bolt onto a 390FE. And would it be worth my time? Would I notice a power/torque gains? Thanks for any help. Jonesey

Just like any engine cam intake carb. tuning  and find over sized stuff port polish heads match port to port tight timing .  Come on Jonesey you know I'm a Ford guy.

MUD HUNTER

Cleveland heads won't bolt to a 390. A 351C is a 335 Series block, the 390 is a FE Series... Neither of which are big blocks. As info, the only "Big Block" Ford has is the 385 Series (429/460)

A good running 390 is a decent motor, but trying to build one up is a different story. There isn't very much aftermarket support for 390's anymore, and can be expensive to build up. You'd get much more bang for your buck dropping in a 351, or better yet a 460 IMO.
