orv cert for handicap persons?!!!!???

I got hit by a car last december and I'm trying to figure out what I have to do to operate an orv on state land.

On the website there is a bunch of things listed that can make you eligible for it...which I meet. (An person issued a valid temporary or permanent handicapped parking permit issued by the secretary of state, any person who can't walk more than 200 feet without stopping for rest, any person who can't walk prolonged distance without the aid of a cane, wheelchair, crutches, walker, etc, or any person who has an obvious severe disability)

So the question is not do I qualify...its obvious that I do, but my question is do I have to do something or can I just slap an orv on my quad and go?

Any input would be greatly appreciated
