Let's see...due to years of corruption, the city doesn't have enough money so it wants to shut down police services which in turn causes a spike in crime.  So rather than encourage citizens to carry to protect themselves, the facists in power want to take it out on the free market?  I'm surprised they don't tell the small businesses that if they want to stay open, they should have to hire private security!
