dodge 360 wont spark?

my friend took a running and driving /6 and 4 speed out of his 83 dodge truck, and replaced them with a 360/727 set up. we hook all the ignition components up as they were with the /6 and no spark? when using a test light both pos and neg terminals on coil are hot? what would cause this?

pick up coil in the dist. under cap and rotor. 2 screws hold it in.

pick up coil in the dist. under cap and rotor. 2 screws hold it in.

X2 make sure the air gap is adjusted correctly, just dropped a new dist in my dads dodge, then had to screw with the air gap cause it wouldnt fire.

does the pick up coil have anything to do with the neg terminal on the coil being hot?
